Numerous fixes in loadersvc and libsvc. Upgrade the system as usual.

The subversion package is uploaded (version 1.10.2-5) with an upgraded apr package (version 1.6.5-2).
Additional bug fixes in vfs-0.1-414 and devman-0.1-414. A new feature is introduced: some config files (that are not mandatory to boot the system) now can be placed into /etc/devman/drvconfig. These files will be loaded into the devman, and these configurations will work just like they were on the boot init cpio, but no mkbic run is necessary to upgrade the configuration files.
Upgrade the system as usual.

The libc supports POSIX_SPAWN_SETSID starting from 0.2.232-1.
The upgraded ttmux package is also available.

A more advance ttmux is now available (version 0.0.2+196-1).
Minor change in ptysvc-0.1-421: more precise error code is returned in some operations.
Minor change in tmpfs-0.1-421: fix the value put into st_blocks field in STAT and FSTAT.

Added new ioctls to vfs:

• TIOCEXCL
• TIOCNXCL
• TIOCGEXCL

Added new ioctl to tcpip:

• SIOCATMARK (just the symbol, it is not implemented in prot_tcp)

This change also affects libc, tdproto and all the TCP/IP protocol libraries.

Numerous package were upgraded, which includes binary optimization and bug fixes. The armv7a platform has new packages.
